The Cortes Generales are made up of 2 chambers : the Upper House, which is the Senate ( territorial representation ), and the Lower House, that is, the Congress of Deputies . Both form the Spanish Parliament, whose functions are to approve public budgets , control government action and exercise legislative power. Both the Lower House and the Upper House represent the sovereignty of the Spanish people .
